&lt;p&gt;Public Act 096-1131 was signed into law and is effective as July 20, 2010 and is printed below. Please take time to read it and share it with your Civil Clerks.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; AN ACT concerning civil law.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; Be it enacted by the People of the State of Illinois,&lt;br /&gt;represented in the General Assembly:&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; Section 5. The Code of Civil Procedure is amended by adding&lt;br /&gt;Section 9-121 as follows:&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; (735 ILCS 5/9-121 new)&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; Sec. 9-121. Sealing of court file.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; (a) Definition. As used in this Section, &amp;quot;court file&amp;quot; means&lt;br /&gt;the court file created when a forcible entry and detainer&lt;br /&gt;action is filed with the court.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; (b) Discretionary sealing of court file. The court may&lt;br /&gt;order that a court file in a forcible entry and detainer action&lt;br /&gt;be placed under seal if the court finds that the plaintiff&#039;s&lt;br /&gt;action is sufficiently without a basis in fact or law, which&lt;br /&gt;may include a lack of jurisdiction, that placing the court file&lt;br /&gt;under seal is clearly in the interests of justice, and that&lt;br /&gt;those interests are not outweighed by the public&#039;s interest in&lt;br /&gt;knowing about the record.&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; (c) Mandatory sealing of court file. The court file&lt;br /&gt;relating to a forcible entry and detainer action brought&lt;br /&gt;against a tenant who would have lawful possession of the&lt;br /&gt;premises but for the foreclosure on the property shall be&lt;br /&gt;sealed pursuant to Section 15-1701.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; Section 99. Effective date. This Act takes effect upon&lt;br /&gt;becoming law.&lt;/p&gt;</description>

 <title>signatures of Abraham Lincoln stolen--Montgomery County</title>

&lt;p&gt;Somewhere between 1995-2000, our county had some signatures of Abraham Lincoln stolen.&amp;nbsp; It is my understanding that several other counties had documents or signatures stolen around this same time by the same guy.&amp;nbsp; I&#039;m trying to track down a name of the guy that stole these signatures. If I remember correctly, this person claimed to work for archives or something along those lines. Does this ring a bell with anyone? Thanks for your help!&lt;/p&gt;

I wanted to send you a note to let you know that the content of the Tuesday, May 4 training will be on the topic of appeals. Fourth District Presiding Justice Sue E. Myerscough will be our guest presenter along with a welcome that morning from Honorable Juleann Hornyak, Clerk of the Supreme Court. &lt;br /&gt;&amp;nbsp;&lt;br /&gt;Following Justice Myerscough&#039;s presentation, we will have all five Appellate District Clerks/chief deputies as panelists to discuss the nuts and bolts of preparation of the appeal record and related matters. The information is then beamed to deputy clerks, who make sure the data fits with court rules. </description>

&lt;br /&gt;Dear Clerks, &lt;br /&gt;&lt;br /&gt;It is with heavy heart and deep sorrow that I share with you the news regarding our long time friend and associate Jim Maxey.&amp;nbsp; Jim was know by County Officials all across this state.&amp;nbsp; He warm smile,&amp;nbsp; his tender heart, and always having a few minutes to chat will be missed by all of us.&lt;br /&gt;&lt;br /&gt;Jim Maxey lost his battle with cancer on Tuesday afternoon 02/17/09.&amp;nbsp; He died from pneumonia, a complication of his two year battle with lymphoma.&lt;br /&gt;&lt;br /&gt;Arrangements are pending and I will post them as soon as they are available.&amp;nbsp; The Illinois Association of Court Clerks will be contributing to Jim&#039;s Memorial choice.&lt;br /&gt;&lt;br /&gt;Please keep his family in your prayers.&lt;br /&gt;&lt;br /&gt;John King&lt;br /&gt;Web Editor&lt;br /&gt;&lt;br /&gt;
