IACC Stipend Advocacy Center

We would like to thank everyone who has reached out to their legislators regarding the stipend issue.  We have heard from several member who received positive responses from their legislators and we know that our message is being heard.   We need to keep up our communication efforts in this area, and keep educating the General Assembly regarding the stipend issue.

To assist you in this task, we have created an “IACC Stipend Advocacy Center” on the IACC website.  The Advocacy Center will allow you to download documents for use in lobbying legislators on the stipend issue such as talking points, a one-page leave behind document, and information regarding the salaries of the circuit clerks and the percentage decreases we will experience if the stipends are not funded.

You will need your IACC website user name and password to access the materials in the Advocacy Center.  Also, be sure to check out the user forum and share comments and feedback regarding your conversations with legislators.  We encourage you to use the forum to communicate with your fellow clerks and share “best practices” with each other as you dialogue with your legislators on the stipend cut.”

This is a Resend of Carla's E-Mail she sent Friday evening 09-28-09

August 28, 2009

My fellow Clerks:

You have responded expertly to the call to action, as we knew you would.  Director Cobbs has received our message.

Over the course of the day Barbara Brown, your legislative co-chair, Brittan Bolin and I have followed up on all of the messages you have provided to us about your conversations with the Director and her staff. Thank you for responding as you have. We have also contacted a number of our fellow Clerks who have relationships established with Supreme Court Justices.

Everything you have done in the last 24 hours has created a potential opening for reconsideration of this decision.  Understand, there is no guarantee whatsoever, but we have had some encouraging conversations and are now waiting for a response from Director Cobbs to our request for a face to face meeting in which we plan to diplomatically enlighten the Director as to the impact of her decision to eliminate our stipend both in regard to our compensation and, even more importantly, as it relates to the impact to our IMRF pension.  I hope to have a response by early next week as to whether she will meet with us.

Stipend action needed now!

Submitted by John King on Thu, 2009-08-27 14:53.

PLEASE NOTE, THIS IS A REPEAT OF CARLA'S E-MAIL JUST TO MAKE SURE EVERYONE GOT THE MESSAGE:

The first phase of our plan to address the stipend issue is that we need each and every Clerk to place a phone call to Director Cynthia Cobbs at her Chicago office at 312-793-3250.  Leave this message:  "I am contacting you, Director, to express my concerns and questions regarding your letter dated August 25, 2009 informing me that the Circuit Court Clerk  stipend will not be paid for the year 2010.  Please return my call so that I can discuss this with you."

It is crucial that we keep our message focused and consistent. Our objective is to demonstrate the abundance of concern throughout the 102 of us at Director Cobbs' premature and unwarranted decision not to fund the stipend.  We need to establish to Dir. Cobbs that there is strong opposition among the Circuit Court Clerks statewide about this and that we are not going to simply accept this unilateral decision.

IF anyone gets a return call, please contact Brittan or I immediately.  I do not anticipate this will occur. But if she does call you back, our questions are:
